First of all, bookending the unsteady truce between the Utroms and the Triceratons, there is some major tension. the peace was hard-fought, and it looks like there are going to be more issues between the two groups. Things come to a violent head at the end of the issue, and this is going to have major ramifications for all...
Then there is the payback by the TMNT and their friends on the Punk Frogs. The issues between them and Donatello start to make sense as some discoveries are made under Mutant Town. This is going to be going on a lot further before the end, to a degree, although the Punk Frogs have the wrong end of the stick, their motives are admirable.
This was a good issue that moves things forward on many ways. the dealing with all the separate groups in this title is well done too.
